How can civil servants build the Modern India

न ही कश्चित् विजानाति किं कस्य श्वो भविष्यति।
अतः श्वः करणीयानि कुर्यादद्यैव बुद्धिमान्॥
Meaning:- No one knows what is going to happen tomorrow. So doing all of tomorrow’s task today is a signature of wise.


Civil services examination is the second toughest exam of the world and the cream of the best intellectuals actually cracks the exam. It's as expected scenario that such magnificent brains are the spine of any nation's development. From Ideas generation to the results findings, at each stage bureaucracts are the crucial. 

The term bureaucracy refers to a complex organization that has multilayered systems and processes. The systems and processes that are put in place effectively make decision-making slow. They are designed to maintain uniformity and control within the organization.  The civil service system, or bureaucracy, originated during the British colonial era in India. Through the Government of India Act, 1858, the British gained complete control of India’s Government. Within less than a century, the British had been evolved an efficient governance  and administration composed chiefly of Indians who pledged loyalty to the British Government.


Following India’s independence, and at a period when third-world countries were seeking to grow and learn skilled and competent professional services, India’s top bureaucracy took a firm and unique stance. It provided and continues to provide India with autonomy and continuity that have remained unshaken even throughout periods of political instability and shaky political control at the national and state levels.

Bureaucracy is a giant mechanism operated by pygmies - 

Small endeavours plays the major role in setting up the platform for the development of any nation. Two examples that are self explanatory of how significant is to get the best work done by bureaucracy :- 
Kanya Taru Yojana (Hailakandi in Assam) :- For encouraging Hospital Delivery parents of girl children born in any of the Government Hospitals are gifted with 5 saplings (Coconut, Litchi, Assam Lemon, Guava & Amla). Parents are asked to take care of the saplings like their daughters. The fruits of the trees can be used to feed the child to develop her immunity through Vitamin C in Amla, fight malnutrition by Coconut and the profits earned from the sales could be redirected to investing in the girl’s education and impr
Aakar Residential School for differently-abled (Sukma in Chhattisgarh) :- To ensure inclusion of differently-abled students and to reduce their dropout rates, the District has started Aakar Residential School. The School undertakes other special activities catering to the overall need of these children including therapies for their cognitive development.

Bureaucracy is the death of any achievement. 

Bureaucracy is driven by the desire to govern business via closed channels. Closed systems are formal and tough to manage according to the order. Procedural precision is important in bureaucracy. Perhaps a bureaucracy’s most defining attribute is its dependence on hierarchical systems to simplify or replace autonomous decision-making.

A bureaucracy hypothesizes an organization and its surroundings. One such assumption is that the organization cannot continue by depending on an open operating system that is either too sophisticated or unpredictable. Instead, a logically closed, the revised system should be established and maintained. 


Bureaucracy offers some critical benefits like sensible decision making, competent efficiency, facilitating the specialisation of work, compliance with the rules, sense of responsibility, rules and regulations, and management skills to get a work done in much systemic manner. 

Stumblings ordered by bureaucracy are deficient of flexibility in rules and regulations, delays because of procedure and system, time wastage in documentations even for easier works, the most important one is Corruption and hunger for power.
